On 12 August 2026 the EU Packaging and Packaging Waste Regulation — PPWR, Regulation (EU) 2025/40 — became fully applicable. It is not an update of the old 94/62/EC directive. It is a regulation, which means it applies identically in all 27 member states with no national transposition and no opt-outs.
If you place packaged personal-care products on the EU market, the first thing to understand is that liability sits with you, not with your bottle supplier. A supplier's assurance is not a legal defence. What market surveillance authorities will ask for is a document set that you hold and can produce on request.
There is no grace period for goods already in transit. Packaging placed on the market on or after 12 August 2026 must comply regardless of when it was produced.
A shampoo or body-wash bottle is not food-contact packaging, so the PFAS provision does not bite in the same way. That does not make your bottle unregulated. The heavy-metals limit applies to all packaging, and the Declaration of Conformity and technical file obligations apply to a labelled cosmetic bottle exactly as they apply to a food tray.
Note the unit: per packaging type, not per SKU. A catalogue of 400 bottles sharing closures, resin family and carton format may collapse into a handful of declarations.

Keep single-use packaging files for five years and reusable packaging files for ten.
Recyclability grading arrives on 1 January 2030. From that date only grades A to C may be placed on the market — meaning at least 70% recyclability — and recycled content minimums begin. From 2038, grades D and E disappear entirely and only A or B remain marketable.

PPWR did two things at once. It moved the burden of proof onto whoever places packaging on the EU market, and it started a clock that will eliminate poorly designed packaging by 2038. The first is paperwork you can collect this quarter. The second is a design decision to make in your next mould order — because moulds outlive regulations.
