Small bottles are the most underestimated category in personal-care packaging. They look simple because there is less material in them. In practice the unit economics invert: at 50 ml, the decoration and the filling can cost more than the bottle, and the smallest size on your range card is frequently the one that cannot be produced economically at all.

Each size band exists for a different reason, and they do not share a cost structure.

Note the first row honestly. Below roughly 50 ml, extrusion blow moulding becomes awkward — the parison is thin, the cycle is fast, and the wall control gets difficult. Those sizes are usually made by injection moulding or injection blow moulding, which is a different process and a different supplier base. The familiar rule is 100 ml (3.4 oz) per container for carry-on liquids. What changed is that the rule is no longer uniform.
The commercial consequence: 100 ml remains the safe size to design to, and product sold specifically as "carry-on compliant" should be 100 ml or slightly under — not 100 ml nominal with the fill line at the brim.
This is the structural change in the amenity category, and it is now regulation-driven rather than a branding choice. Several European jurisdictions have moved to require refillable dispensers or restrict single-use amenity bottles, and hotels elsewhere are following the cost logic even without a mandate.

Two engineering consequences matter. First, a refillable dispenser bottle is handled by staff hundreds of times, so neck threads need a tighter tolerance than a single-use bottle. Second, the labelling is regulated — amenity bottles generally need the product name, ingredients and any mandated warnings, which rules out the decorative-only approach single-use bottles could get away with.
This is the part that surprises buyers. Take a 50 ml HDPE bottle:

The practical consequence: at 50 ml, changing the closure or the print colour count is a bigger lever than changing the resin. Buyers spend their time on the wrong variable.

Small bottles are usually ordered in large quantities, which creates a mismatch. Volume-based MOQ applies to the run, not the size, so a small bottle does not have a smaller minimum — it has the same minimum spread over fewer grams.

If you are piloting a travel line, the cheapest path is usually a stock mould with a coloured resin and no print, then add decoration on the second order once the size sells.
Those six lines separate a real quote from an optimistic one. The size and the closure decide most of the cost; the decoration decides whether the project is viable at your volume at all.
