PPWR Recycled Content: How Much PCR Can a Blow-Moulded Bottle Actually Take?

The PPWR recycled content targets look like a table of numbers. In practice each percentage is a different material behaviour, and the difference shows up on the line long before it shows up in a declaration.

The Numbers You Are Actually Working To

From 1 January 2030, plastic packaging must contain minimum recycled content, measured per manufacturing plant per year:

A shampoo bottle sits in the third row: 10% by 2030, 25% by 2040. That is a lower bar than most buyers assume — and lower than the voluntary commitments many brands have already published.

Only post-consumer recyclate counts. Post-industrial regrind — factory scrap fed back into the line — does not count toward these thresholds, even though it is genuinely recycled material. Suppliers routinely quote the two added together. Ask which one the number refers to, in writing.

What Post-Consumer HDPE Does to a Bottle

Recycled HDPE is not virgin HDPE with a label on it. It carries several heat histories, arrives from mixed bottle streams, and is rarely perfectly sorted. Four effects matter for blow-moulded personal-care bottles:

  • Lower ESCR. Environmental stress cracking resistance falls noticeably, especially from mixed milk-jug feedstock. This is the failure mode that decides whether a filled bottle cracks in a warm warehouse three months later.
  • Colour drift. Natural PCR runs slightly grey or yellow compared with virgin. White and light tints hide it; bright or clear shades do not.
  • Odour carry-over. Depending on the decontamination process, residual odour can migrate into a formula that has no fragrance to mask it.
  • Processing window. Melt flow varies batch to batch, so wall thickness control on an extrusion blow-moulding line needs closer attention.

What Is Realistic, Percentage by Percentage

For a non-food-contact HDPE bottle, the industry's working ranges look like this:

25–50%The common brand target. Needs an ESCR-modified grade and an agreed colour tolerance, not a colour match.
50–70%Achievable on extrusion blow moulding with a well-controlled grade. Expect a visible tint and a longer qualification cycle.
Above 70%In practice means multi-layer co-extrusion, with virgin material on the inner contact layer. Tooling changes; unit cost rises.
The cleanest way to hit an aggressive number is not one brave monolayer. It is a co-extruded structure: a thin virgin inner layer keeps the formula safe while the core carries the recycled share.

Why PCR Costs More Than Virgin

Extrusion grades of post-consumer HDPE trade at a premium once they are clean enough for cosmetic use. Sorting, washing, deodorising and melt filtration — not the polymer itself — drive the price, and high-purity grades command a further premium over standard compound. When virgin resin prices fall, PCR discounts narrow or disappear entirely.

Two practical consequences for a buyer:

  • Lock supply earlier than you think. Recyclate availability is the binding constraint, not price. A brand that specifies 50% PCR in 2029 is competing for the same stream as everyone else who waited.
  • Expect a price ladder inside one PO. A PCR bottle quote usually carries a material premium on top of the standard tooling and finishing lines.

How to Write the Specification

A specification that says "recycled" is not a specification. What actually holds up:

  • Percentage, and the word post-consumer.
  • Where in the structure: mono-layer, or which layer of a co-extruded wall.
  • Colour tolerance as a delta figure against an approved standard, not "as close as possible".
  • An ESCR or compatibility test result on the filled pack, not only on the empty bottle.
  • A fallback grade, so a supply interruption does not stop your line.

The Short Version

For a blow-moulded personal-care bottle, PPWR asks for 10% post-consumer content by 2030. Most brands will choose to go higher for marketing reasons. The number is not the hard part — the hard part is ESCR, colour consistency and securing a clean recyclate stream before your competitors do. Settle those three and the percentage follows.
